CONTROLLING WATER POLLUTION FROM COALBED METHANE DRILLING: AN ANALYSIS OF DISCHARGE PERMIT REQUIREMENTS Sharon Buccino' and Steve Jones2 INTRODUCTION Coalbed methane (CBM) development is dramatically changing the landscape of the Rocky Mountain West, including areas of Wyoming like the Powder River Basin and the Greater RedDifferent requirements for baseline groundwater monitoring are typically developed by individual jurisdictions. For instance, the province of Alberta (Canada) introduced baseline well water testing requirements for coalbed methane development in May 2006.

Procedures described in this section include: selection of samplingBaseline Water Well Testing Template can be used for voluntary water well testing, as well as to meet the rules for coalbed methane drilling. The ERCB implements Alberta Environment's requirements for baseline water well testing through Directive 35. The ERCB also requires companies to monitor and report on water produced from any
♦ Testing for the presence of gas in water wells. The presence or lack of gas should be included on the water analysis report or file. (See Section 3.6 for discussion on methane migration and release.) ♦ Nonsaline water produced from coal seams should be tested for its intended use or to determine what it can be used for. Alberta Environment's "Standard for Baseline Water Well Testing for Coalbed Methane/Natural Gas in Coal Operations" became effective on May 1,2006. Gas sampling requirements for the Standard were clarified in June 2006, and a revised electronic template for submitting the results of water well testing was made available in February, 2007. Therequirement for baseline water well testing before a company drills a CBM well that will be above the base of groundwater protection, and limiting the volume of nonsaline water that any oil or gas well can produce without a licence. Special rules apply to the fracturing of shallow coals and to the diversion of fresh water from a CBM well.

"Gas well" means any well which produces or appears capable of producing a ratio of 6,000 cubic feet (6 Mcf) of gas or more to each barrel of oil, on the basis of a gasoil ratio test. "Gob well" means a coalbed methane gas well that is capable of producing coalbed methane
Development of coalbed methane (CBM) resources has been occurring in Alberta for several years. Various regulatory requirements have been put into place to protect groundwater resources. The Baseline Water Well Testing Program was initiated in 2006 to capture baseline conditions for water wells prior to the drilling of nearby CBM wells.CCoalbed Methane Operationsoalbed Methane Operations Baseline WaterWell Testing Testing Requirements, Sampling Procedures, CBM Waterwell Testing Services, Contact Us Please turn over for: Effective May 1, 2006, Alberta Environment (AENV) is requiring all Coalbed Methane (CBM) developers to follow the new "Standard for

Following are steps well owners can take before and after oil and gas production takes place. CBM Produced Water – The Emerging Canadian Regulatory Framework . i . The Emerging Canadian Regulatory Framework . ii . Baseline Water Well Testing Requirement .The proposed water sampling rule would establish sampling and monitoring requirements on a statewide basis. The proposed rule will eventually supersede other Commission water sampling rules and orders, with the exception of Rule 608 concerning sampling in coalbed methane areas.
Baseline water well testing requirements in coalbed, requirements In April 2006, Alberta Environment released the document Standard for Baseline WaterWell Testing for Coalbed Methane/Natural Gas in Coal Operations. This document states that CBM developers must test water wells within a minimum 600 metre radius of a CBM well that is completed above the base of groundwater protection.Alberta Environment standard for baseline water well testing for CBM operations : science review panel final report Gas sampling requirements for baseline waterwell testing for coalbed methane/natural gas in coal operations Baseline water well testing requirement for coalbed methane wells completed above the base of groundwater
